Middlebury's chief of police was much like Clancy Wiggam, the cartoon character that appears in The Simpsons

_ Middlebury’s police chief in the late 1950’s can be compared with the present-day cartoon character of Clancy Wiggam, seen on a television program called The Simpsons. Both were rotund, only marginally competent, and never supervising more than two other officers.

The big difference between Chief Wiggam and the police chief of Middlebury is that the latter regularly engaged in sexual abuse of teenage boys. Here is how he would operate (M.O. in policetalk):

The Middlebury police chief preyed on high school boys, all of whom were under 18 years of age. He went out of his way to meet new boys and to take them for rides in a police car. Then he would use his status as a police officer to lure them to his home, where he would give them alcoholic beverages and allow them to handle unloaded guns.

At some point the chief would invite one of the teens to his house for a “sex party” with two “really hot” women that he knew well. He implied that there would be serious sex after the women arrived.

But there was a catch. The chief didn’t want to be embarrassed by a teen who could not perform well sexually. To prove his sexual prowess, the teen had to demonstrate an erection, assisted through manipulation of his penis by the chief. This went on for hours. Only after this long wait did the teen realize that no women were coming and that he was merely an object for the chief’s sexual gratification.

In 1962 Middlebury was annexed by Barrington Hills. I have requested the names of Middlebury’s village officials but Barrington Hills officials have been unresponsive.
